Minnehaha County commissioners fear law enforcement could be overrun with calls if medical marijuana is widely accessible.
The commission Tuesday moved ahead with a preliminary draft of rules that will govern the legal cannabis industry in the county, following final passage later this month, but details like how many retail, testing and growing locations there might remain unclear.
While the county is using a template for its proposed cannabis ordinance modeled after the same proposal for municipal rules being backed by Sioux Falls Mayor Paul TenHaken, key areas are left blank. But finding common ground among the five members of the County Commission could prove challenging.
They voted to advance the template onto a second reading, but not before squabbling about how progressive or cautious the county should be when navigating a new industry.
