A national group that keeps tabs on how states do enacting legislation to make roads and highways safer is releasing its 2021 report card. The Advocates For Highway and Auto Safety has rated states for 18 years with a Red, Yellow, Green system with Red being worst and Green being best. Insurance Co-Chair for the Advocates Alan Maness with State Farm Insurance and says South Dakota, while listed as Red, is making improvements.
